Die Regierung schreibt hier verdammt wenig vor, sie gibt lediglich den Unternehmen eine Info, wie viel Reservekapazität benötigt wird, wenn die EE mal nicht liefern. Den Rest sollen sich die Firmen überlegen und Agnebote machen, wie sie die Lücke stopfen wollen. Der Markt kann Angebote abgeben. Zum Vergleich mal die Vorgehensweise, die man bisher eingeschlagen hätte: Der Staat gibt vor, welche Kraftwerkstypen wann mit wie viel staatlichen Subventionen gebaut werden sollen. Ich sehe darin eine Möglichkeit, dass die Firmen nicht wissen, wie viel Kohle sie geplant ausgeben dürfen (was eh nie gereicht hat), sondern dass sie mal in der Pflicht stehen, diese Zahlen einzuhalten! Ich sehe darin eine Chance, die uns Steuerzahlern wirklich hilft... oder übersehe ich da was? Außerdem sind wir nicht vorgegebenermaßen auf eine Technologie begrenzt. Gerade letzte Woche hat man doch erst gelesen, dass man mit den Fusionsreaktoren weiter sei, als sich so einige vorstellen können... hört sich doch gut an (kenne mich aber nicht zu sehr damit aus). War Deutschland nicht mal für seine Dichter und Denker bekannt? Genau dieser Ansatz wird doch hier wieder verfolgt. Zu spät? Klar zu spät... aber immerhin kommt jetzt was, und das nicht 08/15 wie gehabt, sondern auch hier innovativ. Deutschland übernimmt damit wieder mehr Selbstverantwortung, statt dass die Konzerne nur auf den Staat schielen. Soviel zum Guten... kommen wir nun zu den negativen Seiten: Es muss halt schnell gehen, also muss man erst mal auf Gas setzen, auch wenn das später auf Wasserstoff umgerüstet werden kann/soll.. Ja, Gas ist ja laut EU auch grüne Energie, aber die ist leider so scheingrün wie Atom. Und die Regierung muss jetzt doch erst mal auf 20 Gaskraftwerke bestehen, was doch evtl. wieder die Faulheit der Denker für die nächsten Jahre fördern könnte, da diese doch subventioniert werden müssen. Es sind ja nur "Ausfallkraftwerke" die laufen, wenn nicht genug EE zur Verfügung stehen, somit wird der Break-Even-Point der Rentabilität deutlich geschoben. Als nächstes gibt es noch einen Punkt zu beachten: Noch ist gar nicht klar, ob die EU der Förderung ihren Segen gibt. Ja, es gibt eine mündliche Einigung mit Brüssel, aber solange nichts schriftlich vorliegt, ist es nicht sicher. Dann müssen wir mMn noch den großen Fehler ansprechen, den die Regierung dabei gemacht hat: Die haben das nicht als Investitionen für die Versorgungssicherheit, sondern als Projekt zur Dekarbonisierung betitelt. Erschwert man damit nicht den Bau und die Förderungen der Gaskraftwerke teilweise erheblich, vor allem in Bezug auf die Subventionen aus der EU und mehr zu Lasten der Steuerzahler? Ruckzuck sind wir auch wieder bei der internen Blockade des Finanzministers... Stichwort: Kapazitätmarkt. Wer davon noch nichts gehört hat: Sein Ziel ist es, dass wir zwei Strommärkte haben. Einmal der altbekannte Strommarkt, und zum zweiten diesen "ominösen" Kapazitätsmarkt, bei dem der Strompreis dann festgelegt wird, wenn es benötigt wird. Na, Bürokratieabbau irgendjemand? Wie soll das denn gehen? Das verhindert die allgemeine Umsetzung dieses Projektes, welches wir JETZT brauchen, natürlich auch wieder enorm. Und selbst, wenn diese Gaskraftwerke aktuell laufen müssen... was bringt es dann, wenn man dann noch berechnen muss, was der Strom dann kostet? Außerdem setzt man mMn auch etwas zu sehr auf dieses Schlagwort der Technologieoffenheit. Ich sehe nicht, weshalb deshalb bis 2030 hier mehr Wasserstoff gewonnen werden kann. Das ganze ist im Aufbau und wie es laufen wird, ist noch viel zu ungewiss. Der geplante Kohleausstieg 2030 wird wohl nichts werden, welcher von Anfang an viel zu überambitioniert war. Dafür wurde die letzten Dekade viel zu wenig unternommen. Positiv zu bewerten ist immerhin, dass die Energiekonzerne davon überzeugt sind, dass das klappen wird. Der Herr Schell von der ENBW hat hierzu ein schönes Interview im Spiegel gegeben und auch die aktuell erschienenen RWE-Umsatzzahlen sprechen Bände.
